Proposed IC Formation Coordinator and Founder, responsible for formation, programme design, participant recruitment and delivery. Any later title is subject to UWL appointment and demonstrated progress.

Distinguished leaders nominated for UWL approval to provide convening authority, credibility and strategic direction.

Scientific and Evidence Panel

Independent technical, ethics, measurement and cross-cultural review of claims, methods and published results.

Regional and Country Champions

Approved leaders who convene local participants, pilot programmes and national or regional capability roadmaps.

Youth Council Chair

A formal pathway for young leaders to shape foresight, priorities, research and programme design.

Interim approval

Formation Coordinator begins approved mobilisation and participant recruitment.

First 90 days

Founding council, work programmes, first participants and delivery plan established.

Formal approval

Subject to UWL determination that the Initiative is sufficiently formed and compliant.

Impact progression

Director, Executive Director and Chair progression remains at UWL discretion and depends on sustained evidence of impact.

Authority, money, brand and evidence stay controlled.
