Global Capability Initiative

The Global Capability Initiative is a proposed international study and action programme designed to help people, organisations and nations understand the capabilities they possess, the capabilities they will need, the conditions that enable those capabilities, and the practical actions that can strengthen them.
The Initiative responds to a persistent global problem: research, investment, policy, education, health, technology, institutional knowledge and practical delivery remain fragmented, while countries and communities repeatedly confront similar capability challenges in isolation. Existing measures describe important outcomes, but they do not provide a shared language for connecting human capability, institutional capability, environmental conditions, future readiness and measurable improvement.
The Initiative would establish six connected systems: a Global Capability Framework, Global Capability Index, Capability Observatory, Opportunity Atlas, Capability Academy and Capability Exchange. Together they would provide a common language, evidence model, research programme, measurement approach, learning system and collaboration platform for translating knowledge into practical capability growth.
The proposal aligns directly with the United World Leaders mission of advancing socioeconomic prosperity, peace, international cooperation and measurable positive impact. It gives UWL members a practical way to lead defined countries, regions, industries, research areas, human outcomes and programme components while building visible, evidence-informed legacies.
Troy Latter, Founder and CEO of Tech 4 Humanity, is proposed as the founding operational leader and initial IC Formation Coordinator, subject entirely to United World Leaders approval and title requirements.
Troy would be responsible for founding design, stakeholder engagement, programme architecture, research coordination, capability framework development, pilot design, reporting and mobilisation of the initial coalition. Leadership would remain accountable to United World Leaders governance, review and approval requirements.
Supporting leadership roles proposed for the founding phase include a UWL Executive Sponsor, Founding Council, Research and Evidence Council, Country and Regional Leads, Industry Domain Leads, Youth and Future Generations Lead, Ethics and Validation Lead, and Programme Office.
The Initiative would invite participation from individuals and institutions able to contribute credible leadership, evidence, practical delivery and international reach, subject to UWL approval.
The founding coalition would initially prioritise three to five pilot settings and a balanced group of country, industry, research and community participants.

All quantitative outcome targets would be treated as hypotheses or scenarios until validated through the founding research and pilot programme.
The Initiative would operate as a non-commercial, mission-driven programme within the UWL institutional ecosystem. It would not independently solicit or accept funds, grants, donations, investment or sponsorship.
A detailed founding budget and sustainability model would be developed with United World Leaders during the mobilisation phase. Any financial support would be discussed, approved, directed and accepted solely through UWL-authorised channels and formal written arrangements.
Potential UWL-approved resourcing pathways may include institutional programme allocation, approved event sponsorship, designated research support, authorised philanthropic contributions, approved grants, in-kind research partnerships and member-supported activities. The long-term model would combine staged programme funding, partner contributions, shared infrastructure and carefully governed delivery costs while remaining aligned with UWL’s non-commercial requirements.
The Initiative is designed to create enduring global infrastructure rather than a single event, report or campaign. Its legacy would be a shared capability language, transparent evidence base, repeatable measurement approach, learning system and practical collaboration model that future leaders, institutions and communities can continue to improve.
For United World Leaders, the Initiative offers a flagship platform through which members can convert experience, networks and influence into visible, measurable and transferable impact. Individual leaders could build a long-term legacy by championing a country, sector, research field, human outcome or programme component that continues benefiting future generations.
The proposed leader commits to identifying and nominating credible leaders, researchers, institutional partners, country representatives, youth leaders and potential supporters whose expertise and integrity align with the Initiative and the UWL mission.
Initial outreach would prioritise senior government and public-sector leaders, universities, research organisations, standards bodies, industry leaders, capability and workforce experts, humanitarian and community organisations, and potential supporters willing to engage through approved UWL channels.
All nominations, invitations, proposed participants and third-party engagements would remain subject to United World Leaders review and approval.
The proposed leader can contribute the existing Global Capability Initiative concept, initial architecture, website, publication suite, capability framework direction, index methodology concepts, research agenda, programme operating model, technology and AI expertise, strategic foresight capability, public-sector and industry relationships, and the initial deployment infrastructure.
Additional value includes programme design, international stakeholder engagement, research synthesis, digital platform development, governance and evidence architecture, communications, executive briefing, pilot mobilisation, and connections across technology, government, education, defence, innovation, assistive technology and future-of-work communities.
All pre-existing intellectual property would be declared and documented before approval. Any project intellectual property created after approval would be governed by the applicable UWL terms and any separately agreed written arrangements.
If approved, the Initiative will operate as an Independent Member Initiative of United World Leaders and will comply with the approved proposal, UWL governance standards, institutional policies, branding requirements, reporting obligations and applicable terms.
