A leadership and investment opportunity

This is not an invitation to endorse a finished product. It is an opportunity to help shape a new international institution and create a trusted platform through which governments, philanthropies, family offices, development institutions, universities, corporations and mission-aligned investors can back measurable human capability growth.

UWL leaders bring experience that cannot be replaced by technology, research or capital alone: understanding of national systems, diplomacy, public trust, institutional change and long-term legacy.

The founding role

The Founding Sponsor would help establish the Initiative's legitimacy, ethical guardrails and global reach. The proposed role includes convening the founding leadership and investor group, supporting governance design, guiding the first capability frontiers and enabling partnerships with countries, universities, philanthropy, industry and communities.

Value for leaders, countries and investors

Leaders can connect national priorities across education, health, work, institutions, environment and future readiness. Countries can identify strengths and constraints, form practical roadmaps and find delivery partners. Investors can direct capital into governed opportunities with explicit beneficiaries, evidence requirements and outcome measures.

Founding phase

The initial phase would establish a small programme office, refine the Framework and Index, design investment and partnership pathways, commission independent review, select three to five pilots, publish the first Opportunity Atlas and develop a public research and evidence library.

Proposed executive leadership

Troy Latter proposes to serve as Founding Executive Director, accountable to the agreed governance structure and responsible for strategy, framework development, investor and partner engagement, programme delivery and establishment of the Initiative.

The decision requested

Agreement in principle to explore UWL becoming Founding Sponsor and International Steward, nominate executive sponsors for a founding discussion, convene an initial leader and investor roundtable, and authorise a structured review of governance, legal, intellectual property, funding and programme arrangements.
