The opportunity

Humanity measures economic output, health, education, infrastructure, innovation and risk. These measures matter, but they do not answer a more fundamental question: are people, communities and institutions becoming more capable, and what should leaders and investors do next?

The Global Capability Initiative is proposed as a durable international institution that makes capability visible, measurable, developable, transferable and continuously improvable.

Why this matters to every investor

Public, philanthropic and private investment already flows into education, health, work, technology, public services, climate resilience and communities. The Initiative creates a common framework for connecting those investments to capability outcomes, evidence and transferable learning.

Why United World Leaders

UWL can convene former heads of state, ministers, diplomats, academics, philanthropists, investors, business leaders and young leaders around a practical, non-partisan legacy. Its role would be stewardship, governance and international convening rather than operating every project.

What is being proposed

• A Global Capability Framework defining the capabilities, enabling conditions, signals, evidence and outcomes that matter.
• A Global Capability Index that measures strengths, gaps, momentum, potential and evidence confidence without ranking human worth.
• An Observatory, Opportunity Atlas, Academy and Exchange connecting foresight, evidence, capital, learning and action.
• Three to five founding pilots to test and improve the model in diverse contexts.
• A small programme office led by a Founding Executive Director under agreed governance.

The ask

We invite United World Leaders to become the Founding Sponsor and International Steward, convene the first leadership and investor group, shape governance, and support development of the Framework, Index, investment pathways and pilot programme.

What success looks like

Stronger communities, better policy, clearer investment choices, more capable people, more resilient institutions and learning that travels between countries rather than being repeatedly rediscovered.

The twentieth century organised much of the world's physical infrastructure. The twenty-first century must organise humanity's capability.
